Euro Multi Twinning-Guideline
- How to organize an EMT Meeting -

The following agreement is based on the charta signed in May 1990 in Westminster.

1. Purpose

To highten the comprehension of social and commercial relations in the european countries and to increase the network of the individual members in each participating chamber.

2. Participants/chapters

Members of the EuroMultiTwinning (EMT) can be any LOM of JCI area "D" as defined by JCI.

Only one chamber from each country may obtain valid membership of the EMT. The EMT can take up only two new members. All chapters present and entitled to vote shall agree to the admission of a new member.

3. Formalities

Formalities shall be governed in accordance with the "Robert Rules of Orders", which shall be limited to agenda, motions and minutes. Valid for the meetings are:

- two members per LOM may be present at future presidents meetings
- only one member should be authorized to vote
- minutes shall be recorded at all meetings by a secretary of the meeting, who shall be responsible for circulation to all member chapters within four weeks after the meeting.

4. Anual conference

Every year between April and June a conference takes place. The program of the conference starts on Friday and ends on Sunday. The conference is to be held by turn among the participating countries. The host of the conference will be chosen 1,5 years in advance at a pre-meeting. Each year new topics are chosen and each participating country contributes to the chosen subject. The host of next years conference proposes two projects of different contents and of curent European interest at the presidents meeting, which is held during the conference.

5. Social agreement

The host country is solely responsible for the social part of the conference and may arrange this part without interference from the other participating countries.

6. Attending guests

Concerning guest invitations the following rules must be observed:

Potential future members and guests are admitted as well to the project part as to the social at the conference.

7. Economy

The host country will have the full responsability for the economy of the conference. Conference charges shall not be excessive.

8. Pre-Meeting

Every year between October and January a pre-meeting will take place. At this meeting the host of the last conference gives an account of the results and experiences at the recent conference and distributes a report to each participating country. The host of the next conference then provides the present chambers with other neccesary information on the next years conference theme. The contributions for the project of the following meeting shall be presented six weeks before the pre-meeting.
